The <noframes> tag allows for browsers that do not support HTML frames. This HTML tag is almost exactly like the <body> tag in regular documents, it holds everything that you want that person that doesn't support HTML frames to see.
Know that if you must use HTML frames, this is going to be your most important tag. Without a noframes tag, the search engines will not be able to do much with your website.
