    Nobody can tell you with any accuracy how long it will take sincee we are all different. Kind of like asking how much water does a pool hold.

    There are many places to buy templates if you do a google.

    The best way I have found to learn HTML and CSS (and many others I have talked to) is to try and see what happens. As they are not technically programming languages, they cannot hurt anything. As a reference, though, w3schools has a great sandbox for HTML and CSS as well as other web languages as well. Read in your book, then hit the web and see what happens when you apply what you read.
