What could I do to improve my site's layout?

The current site I am working on is:
    http://www.geocities.com/snypanemo04
I have always used a left frame because I find it useful for navigation, but some people do not like this style and I am new to HTML. So what do you guys think I could or should do to improve upon it?

    -Thanks in advance

I gotta say it - frames frames frames frames frames!

You might finb them useful (makes the site easier to code) but whilst a lot of users just plain hate them, there are accessibility issues to take into account, too.

Having both vertical and horizontal scroll bars at 800x600 makes a bad impression for a first time visitor. It might make sense to have those requirements at a page full of data the user can use, but not at an entry page. Entry pages that aren't the meat of the site themselves should not have any scroll bars.

Some facility to shut off the music would be nice. Also, the music got stuck on one note for about 3 minutes (I timed it). And when I tried to vote, Useful popped up a blank screen (not a blank browser window-a completely white computer screen). I had to alt+tab to get to another window, and shut down the screen from task manager. That's not your problem, but pretty frustrating.

So what do you guys think I should do?
Do you think I should post a little message saying -
"this site meant for 800x600" or should just create a new layout entirely? Also, about the "Vote" problem you had, that's never happened to me before. Should I make that target "right" even though it's off site?

Didn't stick around to see what would eventually load on my cable connection. Might be a busy time of the day for it here at 5:17 pm central daylight time.

actually I am deleting many of your posts as they are not asking for feedback but "come see my cool site", get in the search engines if all you are looking for is traffic.

I'd hate to have to figure out how to merge six threads, and it's too bad that somebody who is asking for advice can't just take what is offered as constructive critisism and build on it.

OOOOOOOOOHHHHH, my sites really cool...................isn't it cool?.................more opinions please...............isn't it cool?..........you don't know what you're talking about...............my sites really cool, eh?..................subject matter? What's that?..............Have you checked my site out yet? It's dynamite...................Yadda yadda yadda................
Wanna critique of your site? This is a good source for it.
Wanna increase your hit count? Take our advice.
Sorry, I have to vent. I know what I like, and I like what I know. If it's good, I'll give credit.
