    what is a cgi-bin exactly

    as most of the admins on this site know i am a newbie webmaster and thats why i am so happy to have found a wonderful site like this

    what is a cgi-bin and what is it used for?

    A cgi-bin is usually the only place you can run Perl/CGI scripts.

    Reasons include permissions and cgi-wrap.

    With 'modern' scripting such as PHP and ASP, your scripts can run anywhere.

    Don't know for sure, but would presume that the /cgi-bin/ folder is designed to have extra security to ensure that the files therein cannot be changed except by authorized people. That's because the files therein are very powerful and able to make dynamic changes to extant files at the server. Abuse of this process is what requires the extra security.
