Vertical Scrollbars

I used a <div> tag to get a vertical scroll bar going inside my page - works great. I'd like to be able to start the scrollable text somewhere below the top of the page. i.e. - inside the <div> where my scrollable text resides, I'd like the scroll bar curser to start about half way down (instead of starting at the top & allowing you to scroll down). Any ideas?

I am not sure if this is possible, but I am using publisher to create an in house website, and I need to add a scroll bar to the whole page because it's being opened in another program that's webpaged. anyways, I tried the codes provided but its just a box and is not putting a scroll bar vertically on what I have already done.
So my ultimate question I guess is, how do I put a scroll bar on the full page that is already created. any codes?? thanks
