The expression evolved as a double hyperbole (a hyperhyperbole?) a few years ago. Technology - especially Web-related technology - was moving ahead so quickly that it operated on its own, highly compressed, time scale. A Web Year was an indeterminate (but short) amount of time in which one year of technological advancement occurred. A Web Week then became a further compression of an indeterminate time into scrunching a year's technological advancement into a week of human time. It certainly felt that way (to this old geezer, anyway).
I'm sure that somewhere along the way I heard John Gage of Sun Microsystems use the term (at the first JavaOne conference, I think). Of course, this was back when the technology was trulyadvancing - just before the dot-boom (and way before the dot-bomb).
And thanks, Derek. Every coupla bucks (a true figure, alas) helps.
