    scroll bar with fixed header and footer

    I have developed a website with dropdown SUBmenus where Header and footer part are fixed for all the web page. The body part of all the web pages have vertical scrollbar created with
    div.tableContainer {
    OVERFLOW: auto; HEIGHT: 316px;.}
    The dropdown menus (with onMouseOver event) and vertical scrollbar are working fine in IE. But there is some problem in Netscape 8.0. If I place the mouse in the menus then all the submenus are visible but if i try to click them, the submeus disappear. I give the code below.Is ther any other alternative to show header and footer constant with sub menus working with onMouseOver event ?

    tableContainer is the class designed in css for displaying the vertical scrollbar.
