    Hi,

are the cgi's in the right place on the server? if they're in a user directory, are permissions turned on for that user in httpd.conf? are the scripts executable?

You are getting the error because the script is not executable. You need to chmod the script to 0755.

You could also get the error if you cannot execute scripts in the drectory. You need to make sure the config file allows the directory to execute scripts.

Those would be the 2 most common issues and a good starting point. Likely some of the other scripts are executable, that is why they work.
