    Can't install DBI,DBD module to perl in winXP

    Hi everyone,
    nice to meet you all,
    i am a begginner to perl, and i have so far run my perl in winxp, when i recently attempted to instal DBI,DBD module, the problem comes,
    i download a bundle file from a website called CPAN, which is
    DBI-1.5.2.tar.gz
    so i untared it to a file. in the file there are a lot of pm files,pl files.
    I heard from some where we should run makefile.pl to install the module. so i called
    >> perl makefile, then i got this output.
    *** you are using a perl configured with threading enabled. ..........
    ***note...........
    <the error part>
    *** you're using Microsoft Visual C++ compiler or similar but the LIB and INCLUDE environment variables are not both set.
    you need to run the VCVARS32.BAT batch file that was supplied with the compiler before you can use it
    A copy of vcvars32.bat can typically be found in the following directories under your Visual Studio install directory:
    Visual C++ 6.0: vc98\bin
    Visual Studio .NET: vc7\bin
    If you think this error is not correct then just set the LIB and INCLUDE environment variables to some value to disable the check.
    <end of the output and it stops>
    I have not worked on any visual c++ or .NET so far, I have not even downloaded either of them. so what should I do to finish installing the modules to connect to my postgresql server.
    thx a lot for reading my problem!!!!!!!!
