    How do I make it so when you hover your cursor over a link it shows the links desription?

    It depends where you want to show the description.

    In IE5+, you can give your link a title -

    Code:
    <a href="http://css.somepeople.net" title="CSS Tutorials">CSS</a>
    Or you can show it in the bar at the bottom with javascript -

    <a href="http://tfc.somepeople.net" onMouseOver="window.status='TFC Sniping League and Ladders'; return true">snipersOwn</a>
    Or you can get really funky and have the text wherever you want -
