    Cool Drop Down Menus

    Trying to develop a page with a menu bar that includes drop down menus. The code for the drop down menus looks like this:
    <div class="popupMenu" id="menuICSMenu">
    <div class="menuItem" id="menuItemEnforcement" action="someAction('Enforcement')" >Enforcement</div>
    <div class="menuItem" id="menuItemEnrolment" action="navigate('enrollment_wait.html')" >Enrolment</div>
    <div class="menuItem" id="menuItemTravellerProcessing" action="someAction('Traveller Processing')">Traveller Processing</div>
    <div class="menuItem" id="menuItemRiskAssessment" action="someAction('Risk Assessment')" >Risk Assessment</div>
    <div class="menuItem" id="menuItemReports" action="someAction('Reports')" >Reports</div>
    </div>

    The working portion of the page includes several fields that the user must populate using <select>. The code looks like this:

    Show: <select name="wipFilter">
    <option value="wip" selected>Worklist - Supervisor's Subordinates</option>
    <option value="bf">Worklist - User</option>
    <option value="all">Unassigned Tasks - Supervisor</option>
    </select><br><br>
    </div>

    The problem is that when the drop down menu/pull down menu is activated, the selects beneath the menus actually is displayed on top?? How can this be fixed?
