    You cannot access the cursor feature without changing the cursor for the whole body, like this -

    Code:
    <style type="text/css">
    body {
    cursor: crosshair;
    }
    </style>
    with IE6+, you can even define images as your cursors.

    One thing I thought you might like better, here is a script (for IE5.5+) that changes the colour of your scroll bar when you mouseover it -

    Have fun!

    There is no mouseover event for the scrollbar, and its technically not part of the <body>, so you cannot play with it, I ma afraid.

    The mouseover effect in the link above is done by measuring the distance between the cursor and the scroll bar, when its <1 , it changes the colour of the scrollbar. Quite clever.

    But it looks like you cannot change the scrollbar cursor, unless anyone can come up with something else.

    Here is a scrobar from my old site

    BODY {
    scrollbar-face-color: FF0000;
    scrollbar-highlight-color: FFFFFF;
    scrollbar-3dlight-color: 000000;
    scrollbar-darkshadow-color: 000000;
    scrollbar-shadow-color: 000000;
    scrollbar-arrow-color: FFFF00;
