Wow! Great thread.
Likes - I love a clean design , designed prefereably in HTML and CSS without reliance on graphics. I try to make my own pages like that (thanks for the mention, Dave ). Informative, well-written (content is still the most important thing in any website, without content a site will die) prose, information.
Dislikes (this may take a while) -
SplashPages - argh! the most annoying things ever! it takes over a minute to load the page, to find the only thing to do on it is click 'Enter Here'. Argh!!
Flash - To this day, I have not seen a flash site/movie worth the 10 minute download.
malformed html - usually from MS frontpage and stuff (I do not include DreamWeaver, very good editor). Causes errors and display issues in my browser (Mozilla)
PROPRIETRY CODE -
This is my biggest hate. Example -
'This site is best viewed in Internet Explorer ( i haven't got it! It breaks my operating system!) at 1024 by 868 resolution (I have a 15" monitor! My eyes would break!). For me, anyone coding in this way is not coding at all. I find that if you code to the W3C standards, then it will look great in all browsers, and will even be readable in other formats like palm pilots and 'browsers for the blind' (I have tested my sites in 'Lynx', they still work, as does AHFB200

I like my site too and have worked very hard to raise my PR from a 0 to where it is now.

OK, Likes and dislikes:
I throughly dislike and will not revisit popup hells ( one or even two is acceptable as long as they are easy and quick to get rid of)
Hard to navigate sites where you look for a link where it is supposed to be accordeing to the words, "below", and "next subject", only to find them over on the left or right hand side of the page......Below means below not side.
Flashing seizure type banners, fooler banners, etc.
I also do not want to enter a site twice...no entry or splash pages please! I know, I know, they are fun to make but people...get real, you want visitors and or sales!
That's just a few...will keep thinking mmmMMMmmm..
Oh yeah, do not, repeat DO NOT attempt to download anything to my machine! Not comet curses, gator, or backdoor trojan horse virii ....it makes me go out and try to find a way to get you off the web!

Well, I noticed this thread at school, only had 2-3 posts. I got an email from dave, and already 2 pages, Amazing!
Now, here are my thoughts:
Flash: Used moderatly.. I like some of the way M$ uses it. Also, I find that it makes attractive headers/mid page areas, as long as it's not a big lengthy download. Im normally on a T1 or cable, and I don't really notice a download speed.
I love white space. I hate when sites are cramed full of crap. I -hate- portals with a passion, but I'll get into that later.
Sites like http://novell.com, it's very clean, easy on my eyes, and looks very nice. http://sitesupra.com, http://cms.webword.biz are also 2 sites I love the look of. They are very easy on the eyes, informative, and very creative.
I find that I like sites that are dependant on CSS, rather than on pure images. CSS makes a site look soo beutiful...
Stuff I dislike:
Bright and obnoxious Colors:
I hate PINK, and any other NEON colors. They make my eyes bleed when im trying to find something usefull on the internet at 4am.
GRAPHIC INTENSIVE SITES:
When im forced to use dialup, I don't want to sit and wait for a site to load for 5 minutes. That's just way to long. I have had some bad expierences @ AHFB with this, while on dialup, but it isn't all that bad compared to some of the other sites I visit.
Anything that has that PHP-NUKE theme to it is out. Why do some many people insit on looking alike? What ever happened to creativity? Please, be original.
Crammed designs make things very hard to find. Places like Lycos, Yahoo, Excite, are too crammed for me. I don't even use them as search engines, becuase i think it's harder to find information when your tired.
One of the best search engine sites I have ever seen is most deffinitly Google. It's amazingly clean.
That's my rant atm, if I think of anything else, I'll post it.
Dave, maybe you can compile the most agreed on items into an article.
One more thing, dave on some of the longer messages, the BG repeats, and looks really bad.

simple, fast loading designs. I'm always on fast connections so it doesn't matter, but with slower connections, especially 56k, people won't hang about.
sites fit to screen. It can be annoying at higher resolutions to come across a site which is really formatted to 800x600, or 640x480 as a couple sites i visit regularly. I only run 1024x768 but imagine if someone who is running 1600x1200 were to visit.
Tons of popups I have a popup killer but even with it the amount can be excessive, but you do have to remember its one of the few ways to make money through ads now but too many is too many.
Overly bright themes It hurts the eyes
WHAT SHOULD BE DONE BY WEBMASTERS
Updated browsers Sites should be designed for the latest browsers. IE4+, NS6+, Mozilla. NS4, i find, is too hard to code for, although if my site design works in it to a navigational, that's all i want. Not many people use NS anymore anyway
Total page size they should be generally 40KB for the main page and 50KB for each section, or that is what i go for atleast
User friendly interface Design should be easy to navigate and not hard hard to find sections.
That's all I can think of at the moment. I'm usually very picky with designs. Oh, content is needed of course

- sites with clear navigation where I don't have to resort to using the Back button to navigate.
- sites that are updated frequently.
- sites that don't strain my eyes to read (e.g., font is not too small, color schema is not distracting). I'm somewhat visually impaired and there are some color schemes on sites that are so bad that I've had to resort to selecting all in order to read it.
- Enter pages.
- Sites with massive amounts of grammar and spelling mistakes.
- sites where I have to click more than 2-3 times to find anything of interest.
- Sites that don't adapt to different browser resolutions; sites that force me to scroll horizontally as well as sites that sit in the middle third of my browser window with vast amounts of white space on either side.

Likes : Pages that load quickly with no errors

Dislikes : edited: Admin warning issued pop up windows all over the god damn screen (I really dispise pop ups)
links that take u places where u can't go. I of course am 17 yrs old work at an internet provider and have internet at home. One day i was surfing the net and my mother asked me to use the computer to get a e card for her brothers b-day one click and she was already at a hardcore porno site. she was shocked and almost got the internet disconnected.(I hate pop ups)

Sites that are in PRELAUNCH or call it self a BETA VERSION is to me BIG NO NO's......
I have seen several sites that are in PRELAUNCH for months..... How in the world can you trust a site like that??
Will I get PREPAID if I PRE SIGNUP for a PRELAUNCH??

I wasn't aware, unless you were talking about someone else.
The school had HUGE moniters, and had them on 800x600, and I made the instructor turn them up to 1158x762 before the students eye's started to bleed
