http://www.layeredtech.com have unmanaged servers and they're fairly cheap, AMD Semprons are a great server CPU, so if your needs aren't too big, it'd be fine.
Semprons are comparable to a P4.

But beware, LT is unmanaged - they will not support you, - they do the OS and cPanel install, and you're alone from there.

If you don't have much experience with server administration, I'd suggest you sign up with Platinum Server Management - http://www.platinumservermanagement.com

iweb.com offers the cheapest to my knowledge, but they accepts only credit cards. And occassionallly layeredtech brings few blowout sale, which is comparitively cheaper than the other companies.

I've used LayeredTech before and their support leaves much to be desired, so does their routine price increases. Check out WebNX.com or GNAX.net for a solid, low cost dedicated server.

I recommend jodohost for windows hosting, but for linux you should try wiredtree.com (managed) or softlayer.com (unmanaged)
