We know very well about Dir. submission, presently market is changed in Dir. submission. because many Directories are running as a Paid or Reciprocal and they have changed system for FREE submission.

so after that Article submission, Sociall book marking, Blog submission, link building and Forums.

Any other better and fast techniques available in SEO ?

any Best techniqe which can use to maintain targeted keywords in all search engines like google, yahoo and msn.

Please advise.

The problem is best and fast mesh the same as good and cheap.

Personally, I would not call call any of the above methods "best". As you yourself stated, directories are a thing of the past, soon the other methods will be as well.

If you want the "best" than it is to take the long painful approach of building the website right in the first place.
There is no better SEO than proper design. Proper design consists of using quality titles, the proper use of header tags, quality menu design and so on.

I find constantly adding new content has got me more visitors from Goole than any link building has. Particularly link building through directories.
