Backlinks are now considered one of the most important factors in serps. It shows authority. But instead of getting lots of low value pr links aim to get several high value pr links with anchortext. this will highlight your keyword and help your serps for that keyword.

yes count of the backlinks is one of the major factors if you get the the links from the good sites i.e. the related and relevant sites of your theme. if you generate links from irrelevant sites those will increase your backlink count only. There are many tricks to get your site on the top of the SE but for a very little time span. Just avoid them.

The most impoirtant thing about backlinks is not the page rank, it's the keyword relevancy of their content, related to your targeted keywords/phrases.

Easy exmaple:
Suppose you have a website selling chemistry books.
Backlinks:
Case A: 6 Rank page which has a link to your page and is about teenage music.

Case B: Only 3 Rank page which talks only about chemistry and the latest articles and books in this area.

Which one will be more useful to you?

Even though backlinks is one of the factor for getting good position. its very important because by increasing your backlinks the traffic for your site also increases. So Increase in QUALITY backlinks is very important for promoting your sites

I agree with you, 1000 backlink with the furious topic are useless than 100 backlink that have a high page rank and also have the save topics as your site, but how we can make a backlink ??an exchange link or just write a comment and put our link into their site???

You must do to create backlinks is to join any websites related to your niche or related to your website or blog.
